Movie clip has it's own independent timeline, while graphic symbol is bound to the main timeline. Movie clip can be given instance name while graphic symbol in contrast does not, which means movie clip can be given reference by user and symbol through action script code. In addition, movie clip has the option of filter, color effect etc while graphic symbol contain frame picker. In conclusion, graphic symbol is more suited to produce static elements and movie clip for interactive elements.
